Compliance
Gates, not checklists.
Canadian rules run inside the workflow as gates. A gate that isn’t clear stops the step, and the record shows who cleared it and when. Gates are set store by store, so a province’s rules are configuration.
01 · OMVIC · Ontario built
22 disclosures before the bill of sale.
Every Ontario used sale carries the disclosures OMVIC requires. Each one is certified complete before the bill of sale prints; the workflow won’t produce one otherwise, and the certification is recorded with a name and a time.
Where a store keeps its disclosures in its DMS, F&I records that the paperwork was prepared, with the same name and time.

02 · Safety Standards Certificate built
The safety certificate, counted down.
Issued at safety certification, the certificate’s 36 days run as a countdown on the car’s record. Notices go out at 14, 7 and 3 days, and a gate closes when it lapses.
03 · The record
Every action, with a name and a time.
Every action, override and decision on a car is recorded with who took it and when, and never edited after the fact. An audit becomes a question you can ask the record.
Record checks · to the general manager, when alerts are on
- A job recorded as finished before it was started
- A job stamped ahead of when it was recorded
- A finish recorded hours after it was stamped
- Many hands-on jobs marked finished by one account within minutes
- Hands-on work recorded while the store was closed
Each names the account that made the entry. What happens next is the general manager’s decision.
On the store report card · compliance
Compliance is one of the report card’s seven areas, graded against the store’s own targets. Certified cars are checked for their evidence too: the certified safety, the history report and the certificate’s date.

The next gates, built the same way.
These are being built as gates of the same kind: a step that can’t pass until the rule is met, recorded with a name and a time.
